Law no 5510 on Social Security and General Health Insurance brings about innovations in health care field along with innovations in many other fields. There occurred an ambiguity in the conditions and personal scope of the law and how to benefit from medical care with the law coming into effect. In accordance with the law, the personal scope of the law is regulated in article 60.

Within the framework of this law, primarily those who are under conditions that require compulsory insurance (employers working under employment contracts, self- employers, civil servants) are considered to be under the scope of general health insurance. Those who benefit from voluntary insurance, those who are on salary in accordance with various laws are considered under the scope of general health insurance.

Additionally, those receiving unemployment compensation or old age pension, Foreigners residing in Turkey and not covered by insurance according to the Legislation of another country and Turkish citizens residing in Turkey that are outside the article are considered under the scope of general health insurance. Although the subject is dealt under separate groups and parts, main objective of the law is defined as taking every single person residing in Turkey under scope of general health insurance.
